What is the INFOCA Plan?
The INFOCA Plan (Andalusia’s Wildfire Emergency Plan) is a comprehensive system for the prevention, monitoring, detection, and extinguishing of forest fires, managed by the Andalusian regional government for over 30 years. Its main goal is to protect forest ecosystems and ensure people’s safety during the most critical time of year: summer.
The plan is governed by Decree 371/2010 and updated annually in the BOJA (Official Gazette of Andalusia).
Strict measures are enforced during the high-risk period (from 1 June to 15 October) to prevent any fire outbreak.
Why is this plan necessary?
Andalusia has over 4.3 million hectares of forest, many of them in mountainous and hard-to-reach areas. High temperatures, prolonged drought, and human activity (vehicle routes, barbecues, cigarettes, etc.) are factors that increase the fire risk.
In recent years, devastating fires like the one in Sierra Bermeja (2021) have forced thousands of people to evacuate. The INFOCA Plan is strengthened each season with more technical and human resources to prevent this from happening again.
According to official data from the Ministry for Ecological Transition and the BOE itself, 95% of forest fires are caused directly or indirectly by human activity.
What activities are restricted?
During the high-risk period, the following are prohibited in forest land and surrounding areas (up to 400 metres):
- Lighting fires (barbecues, campfires…).
- Smoking or discarding cigarette butts.
- Camping in non-designated areas.
- Driving motor vehicles off paved roads, unless expressly authorised.
- Carrying out forestry or agricultural work with spark-generating machinery.
- Sporting or tourism activities in sensitive areas without authorisation.
These restrictions are enforced by environmental agents, the Guardia Civil (SEPRONA), forest firefighters, and INFOCA personnel.
Who does the INFOCA Plan affect?
It applies to anyone or any business carrying out activities in natural areas: hikers, cyclists, campers, farmers, hunters, tour guides, and especially off-road motorcycle or 4×4 enthusiasts.
If you’re doing a forest trail ride on a motorcycle, note that many trails are temporarily closed during this period. Riding in unauthorised areas can lead to fines of up to €3,000 and administrative sanctions.
